What if DRS rule is reversed? DRS that can only be activated if the car is 1 second or more behind other car at activation point.

Instead of drive-through, how about using percentage for penalty? 5%/10%/15% of driver's fastest time added to the final result. If you mean "% of the race's fastest lap time for that driver", it's easy to cheat on it deliberately doing slower fastest laps unless the penalty is only notif...
