You feel this way about Reynolds, and I haven't heard you say much about Davison despite him leaving a year earlier and having actually acheived something in a Holden.

Ostensibly, it was to find Australia's Next Top Racing Driver. By sheer crazy random happenstance, it also happened to show just how awesome the Kellys were.
Given the way they treated Reynolds, it's pretty obvious they picked Waters as the winner early on so that they could control his career.
