The MTBMW driver selection system involves all thirteen teams being place into a hat and the draw order representing the pick order for drivers. Teams select their first driver in order down until the final team who picks both their race drivers, then frpm team 12 up to team 1 in order you pick your 2nd driver. Once that has been complete test/third drivers are picked on a first come first serve basis.

BBC front man David Coulthard steps up to draw a team, but first he quips how he is second after Michael. "Tsunami Motor Sports" he calls out proffesionally. He then makes it obvious he is NOT heading to stand with Michael and the others.
Next up is former team owner and three time world champion, Jackie Stewart. Donning lab gloves and safety goggles he safely pulls out the 3rd team, Minardi.
Next up is former team owner and four time world champion, Alain Prost. The Frenchman rather nonchalantly pulls out Red Bull .

Niki Lauda remains a key icon in the sports and the Austrian sometime Airline entrepreneur draws Spanish outfit, Campos!
Martin Brundle completes the BBC parade and makes it clear he does not envy the nervous drivers one bit! Tristan Grand Prix! he calls out as "lucky" team 11.
With just two teams left a flash of lightning and a crack of thunder shake the room, down from the heavens, the shadowy figure of HWNSNBM comes to deliver papaya flavored justice, he draws out Ferrari! The team might be disappointed to have only the 12th pick of first team driver!
The final team is the Virgin team, it is obvious but FIA president Jean Todt pulls the name out to round off proceedings, Virgin it is. "He is no Max Mosley" a voice yells out to nervous giggles all round.

To summarize this is the order in which first drivers will be picked with Rapax first. Once Virgin get their turn they pick both first and second driver with Ferrari getting the next and so on. Turn order can be negotiated and even sold/bought at the minimum cost of 5 million. Ah...Williams might have problems attending the session due to a fire in their kitchen after the lunch lady Paulina spilled brandy on the curtains,then went for a smoke immediately afterwards.

Yes he can, all 13 managers have made their first pick, and now the list works in reverse, with Virgin picking their 2nd driver then Ferrari. (Which has already been completed)
