That was the way that Vettel phrased his comments, although I suspect that he was exaggerating a little when he said that. The reason he is a little worried is because the teams are currently only allocated four sets of intermediates, one of which he used in the practise sessions and two which he used today, leaving him with just one fresh set.
Now, I don't think that Vettel will end up with no intermediates at all, even if his car is quite hard on its tyres - but it may be the case that, having put his tyres through more heat cycles and wear than his rivals, that Vettel would probably either be forced into pitting earlier for another set of inters or he would be forced to back off slightly from his maximum pace in order to manage the wear rate.
