Engines need to be somewhat open. Not crazy, but even NASCAR lets teams mod their engines. And big v8s are great, but small turbos can be let in too. The more the merrier we say!

In my opinion a power limited rule would still be the best as it provides variety but also has a clear limit.
A limit of 400-500hp would be good to start with i think.
However, in order to make some progress a new voting phase will start today:

This time with 3 questions at once:
Engine rules(Part 1)

Q1:Should teams be allowed to modifie their engines? [Y/N]

Q2:Which way of limitations should be introduced?
A) Power limitations(many different engine types, 400-500hp, medium costs)
B) Fuel limited(many different engine types, unknown amount of hp(depending on the amount of fuel), high costs)
C) Power and fuel limited(many different engine types, limited amount of hp(again 400-500), higher costs)
D) dissplacement limited(a few different engine types, unknown amount of hp, high costs)
E) certain engine formula, f.e. 3l V6 Turbos(no different engine types, unknown amount of hp, lower costs at the beginning, high/very high costs after a certain time)
F) No limitations(many different engines, very high amount of hp, very high costs, may become pretty dangerous)

Q3: Will teams have to use their engine from the same manufacturer as their panel?
A) yes
B) no
C) yes, but rebadged engines should be allowed
D) CRS should make a own panel in order to give teams the opporunity to be manufacturer indepented.

Please vote for this 3 questions(with back up votings for question 2 and 3) within 72 hours.

Voting results

Q1:Should teams be allowed to modifie their engines?
- Yes (83.67%)
- No (16.33%)
So teams will be allowed to mod the engines.

Q2: Which way of limitations should be introduced?
A) Power limitations(many different engine types, 400-500hp, medium costs) (34.69%)
B) Fuel limited(many different engine types, unknown amount of hp(depending on the amount of fuel), high costs) (9.03%)
C) Power and fuel limited(many different engine types, limited amount of hp(again 400-500), higher costs) (5.04%)
D) dissplacement limited(a few different engine types, unknown amount of hp, high costs) (14.39%)
E) certain engine formula, f.e. 3l V6 Turbos(no different engine types, unknown amount of hp, lower costs at the beginning, high/very high costs after a certain time) (34.79%)
F) No limitations(many different engines, very high amount of hp, very high costs, may become pretty dangerous) (2.05%)

Very close here after the first voting round with option A and option E only separated by 0.1%.

Option F is out:
Commonwealth Groups 2nd choice: option E (now 36.84%)
Option C is now out:
Bamboos 2nd choice: option A (now 39.73%)
Option B is now out:
El Cartel Suraméricas 2nd choice: option F
3rd choice: option A (now 48.77%)
option D is now out:
Riccetti Competitions 2nd choice: option A(now 58.03%)
so option A is our winner. Engines will be limited by a certain amount of power(exact numbers are choosen later).

Q3: Will teams have to use their engine from the same manufacturer as their panel?
A) yes (38.49%)
B) no (22.61%)
C) yes, but rebadged engines should be allowed (30.59%)
D) CRS should make a own panel in order to give teams the opporunity to be manufacturer indepented. (8.32%)

option D is out:
Rob Lomas Racings 2nd choice: abstain

option B is now out:
Outterridge Motorsports 2nd choice: option A (now 43.62%)
Unity Racing Services and Riccetti Competition are now abstaining.

so Option A has won this voting end teams will have to use their engine and panels from the same manufacturer.

Ok now we will have to choose a power limit for the engines, any suggestions?
In my opinion around 500bhp would just be right.

Also you can start to think of the calendar. How many races? Maybe some round in Europe or Asia?

Riccetti Competition believes 600bhp is the proper amount.

A calender of between 15-18 races would be plenty.

Firstly, we at Blkoomonsta would think having cars around 500 HP would be optimal, give or take a hundred HP or so.

As for the calendar, we should keep it completely in North America, mainly in the US, Canada and Mexico.

We still want to go with "one infield, one oval" idea for the oval venues, though due to costs and to make them appear more jarring we should only have 3-4 of such events in the calendar.

Outterridge also think 600bhp would be a good number, but it's not based on that much so we could be convinced otherwise.

To make it official: this series is dead.
I'm really sorry for wasting your time. It was a complete blind dive and didn't thought about it too much. If i'm starting a new series in the future i promise that i'll really think about it first.
Greats Hermann
