As for the ATS debate, let me say this, when Walter Wolf was trying to sell his team to BMW, he made no mention of oweing Ferrari. It was a "give me $XX,XXXX and the team's yours" type thing, so I believe This.
I would say that we should fold Kaushen into the ATS-Wolf team, just because they won't survive anyway.

No. Even if it was still allowed, Penske would require a manager who can transfer the money to Kauhsen to make something like the ATS-Wolf deal possible. But first, Penske don't have a manager any more, and sencond, as Biscione correctly pointed out, the rules have been changed to make such deals impossible.

1980 Japanese GP - Race: Review: Pryce immediately passed Hunt at the start, trying to maintain his small chance to win the championship. The McLarens started to pull away from the rest of the field, except Pironi who kept a 3-4 second gap to the two championship contenders. Elio de Angelis started to pass the cars ahead of him, trying to earn 6th place in the constructors' championship for Ferrari. Jody Scheckter put his car into 6th position, which would allow Brabham to overtake Shadow. But on lap 12, Scheckter spun and lost many positions, which also helped Johansson to gain 6th place. On lap 14, Riccardo Patrese had a violent crash at Degner, completely destroying the front of his Osella. He got out of the car on his own, but sustained a foot injury. But as it was the last race of the season, he has enough time to recover from it before pre-season testing starts.
The battle for 6th continued until Rosberg's engine failed on lapp 38, deciding the fight for 4th in the constructors' championship in favour of Shadow. Meanwhile, Pironi started to catch the McLarens. First he passed Hunt, and then tried to get past Pryce. Suddenly, on lap 48 Pryce slowed down because of a transmission failure, and Pironi took the lead. Hunt had won the 1980 Drivers Championship. And soon he also took the lead of the race, when Pironi's suspension broke. Hunt had no competition for the race win on the final three laps, and could already start celebrating his third world championship, something only Fangio, Stewart and Brabham had achieved before him. Laffite finished 2nd in the Arrows, and Ferrari could finally celebrate a podium finish again, as de Angelis scored 3rd.

Injury Report: Riccardo Patrese only sustained a smaller injury and will recover within three weeks, which is a lot of time before pre-season testing starts. Ronnie Peterson has also recovered from his injuries after his accident at Monaco, so he can take part in next season, if he chooses to continue his career.
