Cypher Group
Villeneuve Durango Racing
Apparentley Stefan GP and Anderson F1 have already been ruled out - and presumably the other 10 teams that haven't gone public about their bids as well.

I hate to say it but Bernie is right.
Like I suggested in the past, Epsilon Euskadi need to be awarded the slot for the 2012 season. As for HRT and Virgin, toss 'em out.
Just as a quick reminder - Lotus' entry was confirmed about a month after Manor/Campos/USF1, yet they've done a much better job.
Ironically the only new team that built a car in-house was also the most successful. Proof that with the right people on board (Mike Gascoyne is a more than competent Technical Director, plus his army of new recruits from his Jordan days) and the right planning, time isn't as huge an issue as some make it out to be.

I would notice if HRT werent there, mainly because of the legend Karun Chandhok. I wouldnt notice anymore if Virgin were gone, mainly because we've ran out of jokes about them.

Personally I think we need 12-13 teams, as it gives the sport a cushion for when other teams pull out. Without the three new teams F1 would have been in a very sorry state should either Renault or BMW or both not have been saved.
Also drivers can get a chance to race and get noticed with the smaller teams. Lets not forget that Webber and Alonso made their F1 debuts with practically guaranteed back-row team Minardi - and Webber probably wouldn't have got an F1 chance otherwise.
Bernie may not miss these teams as they won't make him money, but I believe tail-end teams have a place, even if only to stop Liuzzi from being last on the grid every other week. HRT probably don't really deserve a place, but Lotus and Virgin have made a good effort and should be judged on their 2nd seasons - assuming they get that far.

You know, I'm not sure. I could be confusing, as I remember that in MotoGP the stuff is hauled by the organizers. Either way, Bernie was adamant that the new teams were a drag on F1's finances:

It's just Bernie's usual publiocrap spewing self, he mentioned that rubbish about Monaco a few days ago, now it's the new teams. I read it as just a reminder to both the FIA and the prospective new teams for 2011 that they need to be properly established (i.e. better than what HRT in particular have demonstrated this year). He would never say it, but I bet he's bloody glad a global brand like Virgin are involved in the sport, as well as the spread of the sport with the first ever Spanish-based team.
I can see the outcome now, I bet Epsilon are already in talks with HRT and will buy them out or merge at the end of the year and Villeneuve/Durango will get the slot and go to Dallara for the chassis.
Cypher won't get the nod and instead Paris Mullins will take over a current team, which surely must be Toro Rosso, meaning Bernie gets his Team USA.

Nothing in F1 works out logically or simply. If it did, the profiles for this site wouldn't include Onyx, Simtek, Luca Badoer or Eric van de Poele.

If F1 was logical, Sakon wouldn't be driving for HRT, and wouldn't have gone "Oh, what does that button do???" and found that the button he pressed was the fire extinguisher inside the car. F1 being logical is boring, we need chaos and mayhem occasionally.

I hate to say it, but they are the only new team who have designed theire own car, in a traditional way, I think it's very interesting what Virgin does with the CFD, and I gues HRT would've done it better without Dallara.
Lotus' entry was also helped by the fact that they had all the plans and much design ready before they got the entry. I think 1 year is too short time to decide if a team is good enough or not.

I must say 13 teams would be a really nice number:
It allows for new / old / pay / second-rate drivers to find a home
It allows for several different battles to be taking place down the grid (eg. the 'new 3' battle this year - I, for one, find this one of the best things going on at the mo.)
Lapping slower cars makes things interesting
We get to see teams to have 'second' team without it screwing up the balance too much...
...etc...
