Well, that's an interesting distinction for them to make, and could be a whole other discussion as to the rights and wrongs of doing so...
By that logic Azerbaijan should be banned too, theres just a lack of consistency in the EBU's decisions. It's also worth pointing out that Israel in Eurovision are effectively representing their broadcasting company, not the governement. And their song this year was considerably anti-war until it had to be toned down.
