Except he didn't jump the start because the start was aborted, because the officials botched the procedure.
Here's what happened back in 1999. I don't think anyone on the grid knew what was going on, because the first 5 cars drive off, most of the midfield stays where they are, and a few cars at the back also pull away.
On race day the track was dry but the start was delayed when Zanardi and Gené lined up out of sequence on the grid, necessitating another formation lap. As the start was aborted during the start lights' sequence the top five qualifiers and another car actually jumped the start but were not penalised due to the aborting of the start.

In the case of Grosjean, I am not entirely sure that the Lotus team are the sort of team that can nurture a driver and help them develop properly. It is a team that has always traditionally focussed itself around a lead driver, and it is clear that Kimi is the number one driver at the team right now. With that heavy bias towards one driver, I feel that Grosjean is being neglected a bit, to the detriment of both his, and ultimately Lotus's, result.
Consider, for example, the fact that Lotus were not planning to let Grosjean test the Melbourne spec package in pre-season testing (he ended up with half a day to test it due to Kimi being ill), before being denied that same upgrade package for the first two races. Similarly, in Silverstone it was Kimi, not Grosjean, that received the latest upgrade package, although it now looks as if Grosjean is getting that package for the German GP.
That uneven treatment, coupled with Grosjean having a couple of clumsy races, means he now has just a lowly 26 points, putting him just one point ahead of Button despite having a much better car at his disposal. He should be doing better, but I do not think that the team is invested enough in Grosjean to actually care about lifting his results, which is ultimately shooting themselves in the foot when it comes to the WCC and the prize money associated with it.

Wsrgo pointed out in the actual thread that Rosenzweig only has 1 podium in his entire racing career so i don't know why he's in GP2 with that sort of pedigree considering he has DBTMOTY against Aleshin in 2010 at Carlin in FR3.5. Trummer for me is the Andy Neate of GP2 not in terms of driving standard but in terms of being DBTMOTR material. I'm surprised no one was shocked when he got chose over Evans and Williamson for Arden's GP2 onslaught in 2012 where he got absolutely minced by Razia 222-4 in terms of points and it's happening again this season too as he's trailing Coletti 135-8 in terms of points. But there's hardly any mention of him in the GP2/GP3 thread which is surprising
