I'm guessing this wasn't in an F1 race, so as a total stab in the dark, because it seems like something he'd do: Kimi Raikkonen.

You did spot that it wasn't an F1 race, but Kimi Räikkönen is not the correct answer.

Taking my own wild guess - I'm guessing also a non-F1 race and long enough ago that passing wasn't as difficult. Stirling Moss in a 500cc/F3 support race?

No, it has been done before, but no by Peter Arundell.
I will add that the driver in question was not an F1 reject.

You are a devious man, Thomas. At no point did you ever specify that the driver had to have started last in the same Monaco Grand Prix (or "race in Monaco") that he won.
And as my first train of thought bore no fruit (which was sole Formula E winner Sébastien Buemi), I'm going to say Luigi Fagioli, who did drive in the F1 World Championship in 1950-51, won the pre-F1 Monaco Grand Prix in 1935, and was stone dead last on the Monaco grid in 1932.

do mean that the man started last in the same race that he won.
But seeing as that answer is technically true with regards to my question, I'd be fine with giving you the point if no one finds the answer I'm looking for

Another guess but a sort-of educated one
I remember from the Token profile on the old site that Tom Pryce was refused an entry into the '74 Monaco race with them so went on to compete in the F3 race instead, and also know that he went on to win that which brought him to the attention of Shadow. What I don't know is his starting position, but maybe his last minute entry was sufficiently last minute that he didn't have time to qualify (or at least get acclimatised to qualify well) so had to start from the back? (that's the guess part)

This happened not in an F1 race, not in an open wheel race, but in a sportscar race. The 1952 Monaco Grand Prix was a sportscar race, and Manzon competed in it, and also in the supporting race for cars under 2 litres. It was in this race that Manzon, after starting in last place, took the victory.
