A very good guess - as you made me look it up to make sure - but that is not the answer. Sixteen drivers including Schumacher have won the title by three points or less and two of them - Schumacher and Piquet - did it twice.
But with that, I'll reveal the first hint: The first driver to achieve this was Ascari in 1952.
i know Ascari Failed to finish one race in 1952 on his way to the championship. Vettel has had only one retirement in 2012 and i remember Schumacher only retirement in 2004 was at Monaco not sure about other season.

Wrong again. Vettel also had only one retirement in 2011 and 2013. Same for Hamilton last year.
Next hint: The last driver to achieve this before Vettel was Hamilton in 2008.
Well my next attempt would have been to say that their closest competitor in the standings was a Ferrari. Farini was 2nd in 1952, Barrichello in 2002 and 2004, Massa in 2008 and Alonso in 2012. Then i remevered that Alonso finished second in 2010 and 2013. And then i though that they failed to start the first race in the year they won the championship from pole position but Hamilton started the 2008 Australian GP from pole so its not that.
i have a feeling though i am over complicating this and its probably the most simple thing ever.
Let's say to become championship winner without being the driver who scored the most fastest lap of the season

Secure the championship in a race in which he finished behind his nearest challenger?
Haven't looked it up to verify so might be wrong but Hamilton and Vettel in '08 and '12 and remember Schumacher limping across the line in '03 and must have done it at least once more for one of the other six I guess even those years he wrapped it up super early

Given the first hint vis-a-vis Ascari in 1952, it can't be - he had team-mates on the podium with him every time he won, bar the season finale at Monza.

McLaren replaced both drivers in 2007 Williams and Mercedes (Brawn) in 2010 Red Bull (as Jaguar) in 2003 "Lotus" (Renault) in 2012 Force India in 2014 Manor, Sauber and Toro Rosso in 2015
Ferrari last replaced both drivers in 1996, 20 years ago.

Good guesses, but the Silverstone race was the one race that Tarquini didn't compete in 1986. Pirro was there and did indeed lead the race, but not who I was thinking of - in fact he was the whole reason for me specifying the link to the driver's F1 stint in order to narrow it down.

You'd be right to take a shot in the dark, although it wasn't Caffi (or - while no doubt possessing the talent to win a race as a -5 year old, Chilton)
One clue seeing as he was mentioned, as well as competing in that race and being a future F1 reject, the driver also has one other quite significant thing in common with Emanuele Pirro.
