If its a F395 but not 1995 it might be 1996 and the only F3 race i can think off on a street circuit is at Macau and the only reject to drive a F395 at Macau in 1996 was Ralph Firman.

Looks like a BRM P201..The track looks wide.. and unfamiliar , it doesn't look like Migault..It's sunny..So 1975, Mike Wilds ( without his usual helmet) Buenos Aires..

So it seems its not 74...75 or 77. ..which leaves 76. I was thinking that by 75 they wouldnt have the Motul colouring...but then I couldnt think who was driving it and guessed anyway . By 76 it was definitely ( or perhaps not ) in Stanley colours ( not Motul ) and that doesnt look like Ashley's helmet. Intriguing.......

I'm guessing that this might be an Aurora British F1 race and am going for Oulton Park in 1978 with Teddy Pilette (as I know he raced for them in F1) at the wheel.
