It'll be to contain the amount of dust kicked up by the cars, and prevent what I'd imagine is a serious amount of erosion on the hillsides. It's rubbish, but makes sense because without the paving, Pikes Peak would slowly disappear if they didn't do anything about it!

I'm sorry, but I have to disagree with you there - I would say that the Matra V12 trumps that. This is what the engine sounded like in sports car guise, fitted to the Matra 670, but Matra used exactly the same engine during the early 1970's in F1. http://www.youtube.com/watch?v=inpyXFsKLSo
