Well, it just happens to be an English idiom to mean no longer at your peak of ability. It probably came about because if you draw a graph showing your ability over time, it looks like a hill. A peak can relate to the summit of a hill/mountain as well as to ability. So to be over the hill means to be past the peak of the ability.

Did I make any sense? Probably not...
