- Toyota - obvious reasons, and they're quitting now, so it works perfectly!
- Bernie Ecclestone (yes, I know you said he's not eligible, but he wasn't nearly as evil as he is now in the 90's AFAIK, so why not?)
- McLaren - no championships for the decade!
- Jenson Button - until this year, he would have been a lock, especially as he'd driven every year in the decade with only a fluke win... is he still in it?
- Jacques Villenueve - drove until 2006 as a shadow of his former self
- Takuma Sato - it pains me to do this, but even though he was fun to watch at Super Aguri, he blew chances there and elsewhere
- Nick Heidfeld - all but 7 races with no wins
- Jordan/Midland/Spyker/Force India - name changes don't help the results... they were 3rd in the championship in '99!
That should be enough for now...

He may not be from F1, but having been ousted from series leadership and the board of directors by his own family , after a successful enemical takeover of a rival series even, complete with a near 15 year battle of the two series that seemingly ruined the popularity and rentability of both, it's hard to ignore the bid that Tony George has made for this award.

I like how the pit board starts with "Try to", suggesting that Piquet might not even be able to crash without help!
Of course when he did crash, he did it one of the most dangerous ways he could think of.
