It is very hard for me to think of that sentence in a flattering way.
I believe that it is the same as saying Massa's season wasn't awful since, after all, he managed to beat both Mercedes drivers. Or like saying Williams season wasn't that bad since they managed to stay ahead of the newer teams. In my view the Caterham was so far ahead of Marussia and HRT that it was way much harder to fail staying ahead of both these teams. Perhaps it was more Kovalainen having a terrific season than Trulli having an awful one, but given the way Caterham was isolated in 10th place in the pecking order, the only way to find out how they drove is to compare each other and find drives were one of them managed to sneak ahead of faster teams for some periods in the race. In this, Kovy managed to do it sometimes while Trulli didn't. In the former (head-to-head comparison) Kovy smashed Trulli, fact. Conclusion: Trulli's season was awful. That you tried to smooth the awfulness of his season by saying that he still managed to beat much slower cars proves my point!

How about giving the Lotus seat to someone that actually deserves it like Alguersuari or Petrov?
Or if they're bent on getting a rookie in, why not Robert Wickens, who's kicked Rossi's ass repeatedly over the last two years? And actually looks like he'd be a viable long-term candidate to boot.

Of course, this all depends on the assumption that Rossi would actually be driving for the team - although it is possible that Rossi could replace Trulli, it is worth pointing out that the team hasn't actually declared who their reserve driver will be. OK, Rossi would probably greatly prefer a full time drive over a reserve driver role, as would most drivers, but it is plausible that Rossi is negotiating over the reserve driver role with an option to take part in free practise sessions as Chandhok did (the fact that Chandhok is currently looking for opportunities in the World Endurance Championship as well as test driver roles suggests that he feels his position is not entirely safe).

Sebastian Buemi said a while back that he had his eye on Webber's seat for 2013. It was a long time ago, I think sometime in 2010, and 2013 seemed like a long way away, but now, that's little over a year from now.

If Buemi gets it then it is yet another proof of Marko's daft and very emotional decisions. Everyone knows that The Saurus is more deserving of that drive.

Blick - and the man who published this rumour, Roger Benoit - is the same "newspaper" that published the stories of Kamui Kobayashi being bumped out of Sauber. If you could not believe that story, how can you believe this one?

I'd go with Klon's initial suggestion that it's optimistic speculation by Blick (which, as Captain Hammer points out, is something they're not adverse to). I guess that the only reason why it might seem logical is that both Buemi and Alguersuari have carried out testing for Red Bull last season on top of their driving duties with Toro Rosso and out of the two it seems that Buemi is rated more highly for his feedback than Alguersuari. That said, whilst Ricciardo's promotion to Toro Rosso does leave a reserve driver role open and it is theoretically possible that Red Bull might hire Buemi or Alguersuari, it's more probable that Red Bull will hire another rookie for that position instead. Are there any other Red Bull backed rookies in GP2 or other series who might be given a shot?

I don't think so. In their website they only have two more drivers besides Vergne and Ricciardo. They are Carlos Sainz Jr and Daniil Kvyat. Sainz will drive for Carlin in F3 next season and Kvyat shall follow a similar route. So unless they will hire very young rookies (not unheard of), they will have no one in FR3.5 ready to take the job...
EDIT: After reading jpm post, perhaps Lewis Williamson? Although I don't think he is part of Red Bull Junior Programme yet.

Problem is I've heard from a source which I for the life of me cannot remember that Williams are on the verge of losing a major sponsor as well.

Blick is a tabloid. Just because they get one story right, it doesn't make them credible. Tabloids get plenty of stories right - what lets them down is their tendency to aggrandise and sensationalise a story for the sake of getting more readers. Just the other day there was a story in a Scottish tabloid about Paul di Resta, who basically said he wanted to continue Scotland's heritge of producing drivers like Jackie Stewart, and that he was confident he could live up to his potential and one day win races. However, the tabloid took what he said and twisted it to make it look like di Resta was full of himself and didn't think much of the other drivers because they had better cars. They didn't change a word that di Resta said - they just wrote he story in such a way that it come across differently. And they no doubt did it because a headline that reads PAUL DI RESTA'S HEAD IS TOO BIG FOR HIS HELMET sells more papers than PAUL DI RESTA IS PROUD TO BE A SCOT.
So you can't trust tabloids. At all.

I'm just not getting the thinking inside Red Bull/Toro Rosso at the moment. Either Red Bull have realised they made a massive cock-up letting Buemi go, so have signed him as third driver to say 'sorry', or they honestly think he can step up to Red Bull in 2013. Either way, I can't Imagine where Buemi thinks his career is heading in 2-3 years.

Surely they would have offered a test spot to him first. Which is why I think he's already been signed by Williams
I thought Buemi was sacked because he was too old and experienced to drive for Toro Rosso, which is for young talents to get used to F1. Now he's back there as a third driver.

I actually thought of a similar answer, but not as good (?) for Alguersuari - completing an all-Spanish line-up at HRT.
I think Alguersuari will be Mercedes third driver, then step in the car in 2013 as Schumacher retires again, then Schumacher will come back as a cyborg in 2031 or so.
