I don't think you guys are getting it - American Samoa have never been above 2nd last in the world rankings, and have been pushed from 195th to 206th by new teams joing the federation. They have never won a match, as San Marino and Andorra have.

but i'm still convinced that american samoa would make some goals against belgium! San Marino always does, and they make usually about 2 Goals per year
i once saw an epic game on national geographic: montserrat vs. bhutan, it was the game for 'not being last in the ranking' bhutan won.

I don't know what Rule 36 is, but if Rule 34 would be applied to F1 it would probably involve Virgins in some way or another...
