The ground effect upgrade is more effective than a normal upgrade, but it has a 1/3 chance of failing (1/6 if tested). Ground effect was allowed until 1982 in Formula 1, and to be honest, I haven't thought about 1983 yet, as it will take at least one year (in real life) to get there.
