Whilst both drivers were struggling, Bottas was having a particularly torrid time - his best time is actually a few hundredths slower than his best Q3 time from last year.
Symonds has cited problems with getting their tyres into the correct temperature range as the reason they're so far off the pace, and that was in the relatively warm practise sessions. With the temperature having only fallen further since then, it looks as if they've been especially badly caught out, and I doubt that things will be much better if the race is equally cold.

A podium is perhaps a long shot, but a decent points finish does seem to be a distinct possibility - he's generally been setting times that would put him in the lower half of the top 10, so the car does seem to be more competitive than it has been for a while.

With regards to scoring points, Button is starting in 10th place due to the fact that Grosjean and Sainz Jr both have grid penalties - even if he merely maintained his position, that already puts him on for a prospective points finish.
With regards to passing other cars, I was thinking more in terms of their strategic options rather than actually passing on track. I can see McLaren trying to get ahead of Verstappen and Maldonado by taking advantage of the fact that, this year, McLaren seems to have a slight advantage in terms of tyre management over those two, and could potentially afford to stop Button slightly earlier in order to undercut them.

Plus Verstappen got screwed over at his pitstop. When will he finish in the points again? This has largely been another dull race. No race-changing incidents since the start, top 3 are the same as always, there has only been one retirement so far and that is for the driver who needed it the least. And now Alonso drops out!

I know Mercedes claim that the Ferrari lump is actually more powerful, but watching Nicos car squat and walk away from Vetted through the tunnel, I call bullshite.
EDIT: I love Versappen. Using Vetted to clear the road. And sets the second fastest lap of the race doing it!
