Hmm ... It's current news (therefore Stoddart forum), but about a reject driver, so therefore should be in the Deletraz forum ... not the Van Der Poele forum ... or something.

It means exactly that - Tomas is obliged to surrender his licence for 18 months and therefore cannot compete in FIA-sanctioned events. He can go and practise in non-FIA-sanctioned events.

If, as I understand it, this is an admin issue concerning a medication, then it's unfortunate that it has come to this. However, with Tomas' previous record, I don't see how the FIA could have been any lighter in the penalty it issued. The normal penalty as advised by WADA (of which the FIA is a member) for a first offence is 2 years, let alone a second offence.

Note that it's not enough to request clearance to use a medication before competing - it's necessary to get confirmation that you have an exemption. Assuming Tomas doesn't do any other sport professionally, the FIA should have a record of any such exemption acceptance - though it's entirely possible that it could be mis-filed or something. The penalty is not so much there to punish Tomas as to warn others to not do unnecessary drugs and to ensure all necessary drugs have appropriate clearance before use. Both are there to ensure the sport is as clean as possible and that people do not seek to experiment with drugs that either cause a performance advantage (the traditional reason drugs are discouraged in sport) or inadvertantly cause a danger to others through performance impairment.

Bear in mind that if the FIA is later found to have been incorrect in rejecting the medication request from Tomas, he can get his licence back straight away. Although this obviously won't help him compete in events that happen during the ban, it would take the conviction off the record and mean that if there's another misunderstanding, it won't lead to an automatic perma-ban (or as near a perma-ban as the FIA can convince the EU to accept).
