User Control Panel -> Board preferences -> Edit global settings -> Summer Time/DST is in effect:

Although if you're talking about how the forum is now suddenly an hour behind you when you're logged out then I agree that it is a bit confusing.

Although not as confusing as when it would then display Australian time! ;)
