So I was trying to request an account for formularejects a few weeks back, but it was declined because I didn't have an account on GPRejects yet. I made an account here and now it's saying that the email already has a pending account request. Any way this can be fixed or will I have to make a new email to make an account?

Yes, unfortunately the email notifications for new accounts aren't working again, so the only way to notice these is when the wiki bothers to show a message that there are pending account requests. Which isn't too often.
