After checking Salos experience i can say that the FIA will allow Ferrari to sign Salo as 2nd driver for the rest of the season.

A short clarification on the free points: you are getting 10 for the purchase of the base + the stated amount from the upgrade page. So if you are purchsing a base with upgrade 3 you get 50 additional points to distribut.
