I think Luizzis seat might go to Di Resta seeing how he's already the test driver. Having Chandhok would make financial sense though as I'd assume some Indian sponsers might pop up.

If this rule made a return would the 107% come from pole time or the outright fastest qualifying lap regardless of session? For example Vettels Q2 time was quicker than his Q3 time.

I don't totally dislike any drivers, but a few have had their moments. Trulli after the Brazilian GP last year, Montoya in the weeks before he was booted from McLaren and possibly JV. I've never really liked JV, but I don't know why.
